Woman banned from parts of Old Skelmersdale after months of anti-social behaviour

A 44-year-old woman has been banned from a large area of Old Skelmersdale due to her being involved in months of anti-social behaviour in the area.

West Lancashire Borough Council applied to Wigan County Court for an Injunction against Kerry Hayes, formerly of Acregate, Digmoor.

Ms Hayes, who is currently in prison for burglary, theft in a dwelling and shoplifting, was brought to Wigan County Court to hear District Judge Mornington grant the order which will last until May 2018.

The Court heard that the Council took action after Ms Hayes carried out anti-social behaviour in the Aspen Way area of Old Skelmersdale for a number of months. In support of its case, the Council obtained statements from Aspen Way residents who reported that they were regularly disturbed by Ms Hayes and her associates at all hours of the day and night.

The Injunction prohibits Ms Hayes from entering the neighbourhood of Chapel House and Pennylands, Skelmersdale. It also prohibits Ms Hayes from approaching or communicating with a named resident; engaging or threatening to engage in conduct that causes or is likely to cause nuisance, annoyance, alarm and distress, and using or threatening violence against anyone living in or visiting the neighbourhood. If Ms Hayes is found inside the exclusion area, or in breach of other elements of the Injunction, she can be arrested. Although Ms Hayes is currently in prison, the Injunction is in force now and will last until May 2018.

Councillor Kevin Wright, West Lancashire Borough Council portfolio holder for Community Safety, said: “The Council and police work together to tackle criminal and anti-social behaviour and we understand how it causes disturbance and distress to neighbours. This case demonstrates how we take firm action to tackle anti-social behaviour and pursue perpetrators through the courts.”

Dave Tilleray, West Lancashire Community Safety Partnership chairman, said: “Ms Hayes’ anti-social behaviour has caused upset to people living in this area. This injunction should serve as a warning to others that this type of behaviour will not be tolerated.”

Councillor Jennifer Patterson, portfolio holder for Housing, said: “Ms Hayes is a former tenant of the Council. We hope this action will help our tenants and other local residents feel better and more comfortable living in their area.”

People should contact Police on 999 in emergencies, 101 for non-emergencies or CrimeStoppers on 0800 555 111 if they think they have witnessed Ms Hayes breaching the Injunction. They can also report alleged breaches to West Lancashire Borough Council’s Anti-Social Behaviour Unit on 01695 566355.
