Dynamic intelligence framework

I wanted to outline how, under Dr Sakthi Karunanithi’s leadership, we build a comprehensive picture of coronavirus in Lancashire.

We develop our local picture through a dynamic intelligence framework. The framework takes into account a range of factors including new cases, deaths, hospital activity, R value, “soft” intelligence about how people are following the guidance with the restrictions still in place, including social distancing, and the national picture. From next week, we will publish this data so that everyone can see the factors we take into account.

The current picture for Lancashire is mixed. Our new cases are going down, but it is still high compared with other parts of the country. Thankfully the number of people dying from coronavirus is stabilising in Lancashire as a whole, but there are wide variations across districts. Regionally, our R value is between 0.8 and 1. It is important to stress that, although there has been a huge focus nationally on the R value, it is only one factor that is considered as part of our overall framework.

This intelligence gives us an informed and balanced view of the situation across Lancashire which shows we are going in the right direction, but with very little room for manoeuvre. All this reinforces why it is so important for everyone to play their part. Social distancing, handwashing, wearing a face covering, isolating if you have symptoms and following the advice given by the NHS Test and Trace service are critical to keeping yourself safe as well as your family, friends and wider community.

As an LRF we also have a role to work together to embed an effective local response to Test and Trace programme. Each upper-tier local authority is responsible for developing our own outbreak management plan, and we are working incredibly closely with each other to align our activity and share intelligence. Districts and our wider partners also have a vital role to play in supporting the response through their professional officers, community hubs and supporting local businesses.

Summer catch-up

You will have heard the government announcement about the £1bn national catch-up fund arrangements for children who have fallen behind.

The programme is in two parts and school led, with schools making their own decisions. The offer is made up of a bespoke national tutoring programme led primarily by the Education Endowment Foundation as the recommended organisation for individual pupil support. There is also additional money for schools to spend more generally. The catch-up lessons will be available to pupils from all year groups in both primary and secondary education and can be accessed by all schools. It will be targeted particularly at those serving disadvantaged communities where learning loss is likely to be greatest. Schools will be asked to contribute their own funding too.

We will begin to work on the detail we are receiving about the scheme and are linking with schools to see what support we can provide. We will also share messages on our website and Facebook for parents so that we can help them to understand what to expect. We will make it clear that the decisions about the arrangements will be made by individual schools.
